Biography
Hector has more than 15 years of experience as an attorney in Baker McKenzie Venezuela. Hector started at Baker McKenzie as a clerk, then junior associate and now senior associate. He has participated in legal assessments for important national and international companies. Hector has solid experience in the Mines, Oil & Gas, Telecom, Investment Protection, Arbitration, Environmental, Banking, and Data Privacy, sectors.
Hector was in a secondment in Equinor for more than 6 months. During the secondment, Hector was involved in the negotiation of a Joint Venture Agreement between Equinor, TotalEnergies, and PDVSA (the Venezuelan state-owned company) and in a Joint Operating Agreement between Equinor and TotalEnergies for their oil & gas operations in Venezuela.
During his first years at Baker McKenzie, Hector was in his first secondment at British American Tobacco for 3 months. During this secondment, Hector was involved in regulatory issues before the Venezuelan authorities.
Hector has represented our clients in Investment Arbitration Procedures before the International Centre for the Settlement of Investment Disputes (ICSID) and the United Nations Commission on International Trade Law (UNCITRAL). Additionally, Héctor has represented our clients in arbitral procedures before the International Chamber of Commerce.
Hector has been recognized for our clients several times as an excellent lawyer and he has ranked by Legal 500 as rising star for the last 5 years. Hector is Professor of arbitration at the Universidad Monteávila.

- Advised and represented international clients regarding investment arbitration proceedings before the International Centre for the Settlement of Investment Disputes (ICSID) and the United Nations Commission on International Trade Law (UNCITRAL), including Longeef Investment, Anglo American, Agroisleña, and Heemsen .
- Advised clients on investment protection in Venezuela under the Bilateral Treaty for the Promotion and Protection of Investments.
- Advised international companies in the negotiation of contracts with Venezuelan authorities and in the acquisition of permissions, and licenses before government organisms, including IVC Channel, Anglo American.
- Participated in legal advice to clients in contractual relations with companies from the State and the incorporation of joint enterprises with the State.
- Advising clients on constitutional and administrative law, relations between the public administration and the private sector including Equinor, TotalEnergies, Eni Venezuela, Halliburton.
- Advising clients on environmental matters before the State authorities, including Equinor, TotalEnergies, Eni Venezuela.
- Advising clients on regulatory matters regarding closing their business in Venezuela.
- Advised international companies on data privacy regulations in Venezuela, including Meta, Instagram, Apple, Netflix, Disney, HBO, among others.
