Biography

Matthew Martin is a partner in Baker McKenzie's Projects Group. Matt advises clients on the development and construction of energy, mining, infrastructure and other construction projects. He has advised on projects sited all around the world, particularly across the US, the UK, the Middle East and Sub-Saharan Africa.

Matt has been recognized in Law 360's Top Attorney's Under 40 and by Legal 500 as a lawyer who is "hands on [and] . . . into the legal detail," with "a deep commercial understanding of projects." He has practiced in the Firm's Chicago, London, Mexico City, Moscow and Toronto offices, and is admitted in Illinois, New York and England and Wales. Matt is a member of Baker McKenzie's Africa Advisory Board and the North American lead for the Africa Hub Strategy.

Practice Focus

Matt is experienced advising sponsors, developers, lenders and contractors on large-scale projects. These include hydrogen, ammonia and other decarbonization and renewables projects as part of energy transition, conventional power projects, mega mining projects, process plants and industrial developments, ports and infrastructure projects (including on a PPP basis), data centers, automation facilities and commercial warehousing, healthcare and labs, hotels and hospitality, and large-scale mixed-use developments.

Matt advises clients through the full life cycle of projects, including initial structuring to achieve commercial and financing objectives, and often on a project finance basis. He has extensive experience drafting and negotiating EPC, EPCM, consulting, construction, equipment supply, O&M and LTSA contracts, and also advises on other commercial contracts that support the development and financing of projects.

Representative Legal Matters

  • Advised Advanced Clean Energy Storage I LLC and the project sponsors (including Mitsubishi Power Americas, Inc.) on the market-leading development of the USD 850 million Advanced Clean Energy Storage Project in Utah, US, which includes USD 500 million financing by the US Department of Energy, and will produce up to 100 metric tonnes per day of green hydrogen by electrolysis to be stored in two salt caverns with an aggregate capacity of 300 GWh.
  • Routinely advises developers, contractors and equipment suppliers on contracts in connection with the development of utility scale renewables (including BESS) projects in the US, and has advised various sponsors and investors (including sustainable infrastructure funds) on the equipment supply, construction, LTSA and O&M contracts for more than 50 utility scale solar, battery storage and wind projects across the US.
  • Advised the world's largest cruise port operator, Global Ports Holding (GPH), and the project company on the Public-Private Partnership Agreement (PPPA/P3A) for the San Juan Cruise Port, Puerto Rico, comprising the USD 425 million redevelopment and 30-year operation and maintenance of the cruise port, which reached financial close in 2024.
  • Advised J-POWER USA on the construction of the Jackson Generation Project, a greenfield 1,200 MW natural-gas-fired combined cycle facility located in Will County, Illinois.
  • Counsel to a global steel and mining company on its development of a significant steel fabrication and rail production facility in the US.
  • Advised one of the world's largest, best-known technology companies on its global data center procurement and construction program.
  • Advised on various large-scale material handling and automated construction projects in the US.
  • Advised a leading US pharma group on the construction of its USD 700 million oncology headquarters in California.
  • Advised the Saudi Arabian Mining Company (Ma'aden) on its USD 6 billion development of the Wa'ad Al Shamal phosphate resource, related process plants and the "Northern Promise" industrial city in the Kingdom of Saudi Arabia, and on its USD 11 billion bauxite mine and associated alumina refinery, aluminium smelter and captive power plant complex.
  • Advised Edwardian Hotels on the construction of the Londoner, its new-build ultra-boutique five-star urban resort hotel development in Leicester Square, London, on a construction management basis.
  • Acting on the development of a number of projects in Southern Africa, including for sponsors and lenders on various renewables projects as part of the second and third rounds of South Africa's Renewable Energy IPP Procurement Programme, the sponsors on the coal-fired Morupule B Phase 2 Units 5 and 6, and a major supplier on its contract for the East African Crude Oil Pipeline.
