Justin Becker
Biography
Practice Focus
Justin advises clients in an array of anti-dumping and countervailing duty issues, including investigations and reviews before the Department of Commerce (DOC), the International Trade Commission (ITC), and Section 301 and Section 232 investigations before relevant US agencies and offices in the Executive branch. He has appeared before the US Court of International Trade, the US Court of Appeals for the Federal Circuit, and has argued before a Chapter 19 NAFTA panel. Justin is also on the 2024 USMCA Dispute Settlement Panels Roster (on behalf of the United States).
In addition to his work on trade remedies and unfair competition cases, Justin also counsels US and foreign clients on national security and international legal issues, including national security screening mechanisms such as the Committee on Foreign Investment (CFIUS) in the United States.
Justin previously worked for the DOC in the Office of the Chief Counsel for Trade Enforcement and Compliance, where he gained his initial experience working on matters before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit and the World Trade Organization’s dispute settlement panels. While at the DOC, Justin participated in anti-dumping duty investigations, reviews, and overseas verification.
In addition to clerking for The Honorable Robert L. Hinkle of the U.S. District Court for the Northern District of Florida, Justin externed for The Honorable Mary Ellen Coster Williams of the U.S. Court of Federal Claims.
Representative Legal Matters
Prior to joining the Firm, Justin advised on the following matters:
- Represented Japanese steel producers before in antidumping duty investigations, administrative reviews, and sunset reviews before the DOC and ITC.
- Represented a Mexican mattress producer and U.S. importer of subject mattresses in an antidumping duty investigation before the ITC.
- Represented a Canadian paper company in antidumping and countervailing duty investigations and administrative reviews before the DOC and ITC.
- Represented Chinese and Vietnamese solar cell and module producers in antidumping and countervailing duty reviews and circumvention inquiries before the DOC.
- Represented a Korean producer of large power transformers in an antidumping duty administrative review before the DOC.
- Represented a U.S. importer involved in a changed circumstances review before the DOC.
